COHV Standard for Recreational Off-Highway Vehicles
This is the second edition of the recreational off-highway vehicle standard for off-road vehicles (excluding all-terrain vehicles) and has been developed by members of the members of the Canadian Off-High Vehicle Distributors Council (COHV).
The COHV 2-2016 adopts the ANSI/ROHVA 1-2014 by reference and addresses design, configuration and performance aspects of ROVs, including, among other items, requirements for the accelerator, clutch and gearshift controls; lighting; tires; service and parking brake/parking mechanism performance; lateral and pitch stability; occupant handholds; Roll Over Protective Structure (ROPS); and Occupant Retention System (ORS); and requirements for labels and owner’s manuals.
The COHV and its member companies have agreed to fully adopt the new standard by reference with the addition of bilingual language requirements as stated in sections 5, 6 and 7.
Canadian Standard for Recreational Off-Highway Vehicles
This standard establishes the minimum requirements for recreational off-highway vehicles that are offered for sale in Canada by the COHV member companies. This standard becomes effective with the 2017 model year.
This following publication is intended to be used with and incorporate portions of the following standard:
ANSI/ROHVA 1-2014 American National Standard for Recreational Off-Highway Vehicles
Definitions shall be those set out in the current American National Standards Institute / Recreational Off-Highway Vehicle Association ANSI/ROHVA 1-2014 entitled “Recreational Off-Highway Vehicles”. In particular, the following definition is identical with the ANSI/ROHVA 1-2014.
Recreational Off-highway Vehicle (ROV). A motorized off-highway vehicle designed to travel on four or more tires, intended by the manufacturer for recreational use by one or more persons and having the following characteristics:
- A steering wheel for steering control
- Foot controls for throttle and service brake
- Non-straddle seating
- Maximum speed capability greater than 30 MPH (48 km/h)
- Gross Vehicle Weight Rating (GVWR) no greater than 1700 kg (3750 lbs)
- Less than 2030 mm (80 in) in overall width, exclusive of accessories
- Engine displacement equal to or less than 1,000cc (61cubic inch) for gasoline fueled engines
- Identification by means of a 17 character PIN or VIN
4. Equipment, Configuration and Performance Requirements
All ROVs produced by the COHV member companies shall meet the requirements for equipment, configuration, and performance set out in Section 4 through section 12 of the ANSI/ROHVA 1-2014 with the exception of Sub-Sections 4.14, 4.16, 4.17 for Owner’s Manual, Labels and Hangtags.
5. Owner’s Manual/Operator’s Manual
The Manual shall meet the requirements set out in Sub-Section 4.14 of ANSI/ROHVA 1-2014 and shall be provided in both official Canadian languages or the language preferred by the first retail purchaser.
All labels shall meet the requirements set out in Sub-Section 4.16 of ANSI/ROHVA 1-2014 and shall be provided in both official Canadian languages or the language preferred by the first retail purchaser.
7. Hang Tag
Each ROV produced by the COHV member companies may be offered for sale, affixed with a hang tag that provides, in one or both official Canadian languages general warning information and instructions for consumers. This hang tag, if offered, shall meet the requirements set out in Sub-Section 4.17 of ANSI/ROHVA 1-2014, with the exception of sub-section 4.17.1, and 4.17.2.
8. Certification Label
All ROVs produced by the COHV member companies shall be equipped with certification label in one or both official Canadian languages placed in a location that allows viewing without removing any part of the ROV. The certification statement shall be:
(Manufacturer’s Name) certifies that this ROV complies the American National Standard for Recreational Off-Highway Vehicles, ANSI/ROHVA 1-2014.
Omission of the certification label creates a presumption of non-compliance with this voluntary standard.

The COHV members may consider early compliance to either this standard or the latest published version of ANSI/ROHVA 1.
